§ 34-40. Authorizing fees for lift assist service by the fire department.

  • (a)

    [Definitions]. For the purposes of this article, the following definitions are adopted:

    Community based residential facility/assisted living facility: A place where five or more unrelated adults reside in which care, treatment or services above the level of room and board, but not including nursing care are provided to persons residing in the facility as a primary function of the facility. These include adult family homes, adult day cares, residential care apartments and hospice homes.

    Lift assist: A non-emergency service provided to residents of the Ottawa Fire Department's response area. This service consists of Ottawa Fire Department personnel providing the uninjured resident lifting assistance to replace them in a normal position of comfort and routine.

    Skilled nursing facility/nursing home: A place where five or more persons who are not related to the operator or administrator reside, receive care or treatment and, because of their mental or physical condition, require access to 24-hour nursing services, including limited nursing care, intermediate level nursing care, and skilled nursing services.

    Transfer ambulance: Any vehicle that is not owned by the City of Ottawa that routinely transports patients to medical facilities, or provides transportation to patients returning or to an assisted care facility.

    (b)

    Lift assist services will be provided at no charge to any resident within the City of Ottawa limits or neighboring communities who have entered into a signed, EMS agreement with the City of Ottawa.

    (c)

    Lift assists services provided to residents of a skilled nursing facility/nursing home, a community based residential facility/assisted living facility, or a transfer ambulance will be charged to the institution at the following rate per calendar year:

    (1)

    The first response to the institution will be at no charge

    (2)

    The second response to the institution will be $150.00.

    (3)

    The third and subsequent responses to the institution will be at $300.00.

    (d)

    The institution will not be charged for a list assist service for a resident if that resident requires an EMS transport.
