Except as otherwise specifically provided in this chapter, it shall be unlawful for
any person, firm or corporation to do or perform any installation, alteration, maintenance
or repair of any electrical conductors, equipment or other material regulated or within
the scope of the National Electrical Code, as adopted and modified hereby, without
first obtaining a permit in the manner provided by this chapter.
