§ 102-171. City parking lots.

  • (a)

    City parking lots are intended for the use of those persons living, working, shopping or conducting other commerce in the city.

    (b)

    The parking lot known as the Lincoln Place parking lot, located south of Lincoln Place, west of the northbound lanes of State Route 23 (known as Columbus Street), and east of the southbound lanes of State Route 23 (known as LaSalle Street) and south of Lincoln Place shall be reserved for parking for employees and owners of businesses located in the downtown C-4, C-5 and C-6 zoning classifications from 8:00 a.m. until 4:00 p.m., Mondays through Fridays.

    (1)

    Persons employed by or owning a business located in said zoning classifications may obtain a parking permit from the parking administrator authorizing them to park their vehicles in the Lincoln Place parking lot by completing an application for said permit at city offices. There shall be no charge for such a permit.

    (2)

    No person shall park his/her vehicle in said Lincoln Place parking lot unless said person displays within the vehicle, in a fashion readily apparent to any passerby, the appropriate permit.

    (3)

    Violators shall be subject to a line of $10.00 if paid within 48 hours. If not paid within 48 hours, the fine is $15.00. Disputes regarding tickets issued shall be resolved pursuant to the administrative procedure found in section 102-191 et seq.
